Historic Legislative Wins

SB 729 Infertility Treatment Coverage
Starting 2026, mandates large group health plans with 50 employees or more to provide coverage for fertility care, including in vitro fertilization. Also ends the discriminatory exclusion of LGBTQ+ and unpartnered folks from coverage.

SB 1103 Commercial Tenant Protection Act
California becomes the first state to enact common sense commercial tenant protections for microenterprises and small nonprofits. For qualified commercial tenants, leases will be available in 5 additional languages, required notice periods for a rent increase or eviction are extended, and transparency is increased on building operation costs.

SB 1193 Leaded Aviation Fuel Ban
California is leading the nation by codifying a statewide ban on the sale of harmful leaded aviation fuel, protecting the health of communities and children adjacent to airports from this prolific environmental hazard. Implementing recommendations from the Federal Aviation Administration and Environmental Protect Agency, the ban will take effect January 1, 2031.

 


Protecting Vulnerable Communities

SB 1069 Protecting Incarcerated Individuals From Sexual Misconduct
Reinstates some of the Office of the Inspector General’s authority to investigate allegations of sexual assault, when perpetrated against incarcerated individuals by California Department of Corrections and Rehabilitation staff. 

SB 1112 Early Childhood Developmental Screenings
Empowers alternative payment agencies to use their existing administrative funds for enhanced referrals related to developmental screenings. This is one step to increase access to early childhood developmental screenings for Medi-Cal beneficiaries’ ages 0-5.

 


Environmental Justice

SB 1091 School Greening Projects
Removes certain policy and financial barriers, streamlining the process for schools to conduct greening projects. 

 


Consumer Protections

SB 611 Tenant Rental Fees
Prohibits landlords from specified fee stacking and adds protections for members of the military who have been charged extra based on past history.

SB 1027 Political Reform Act - Identity Theft Mitigation 
Redacts the bank account number of candidates and elected officials when a Statement of Organization is provided to the public.

SB 1142 Ratepayer Energy Reconnection Act
Requires investor owned utilities to reconnect services within 24 hours of an agreed upon arrearages payment, and requires the California Public Utilities Commission to consider adopting rules for IOUs. This can include capping the amount customers must pay to avoid service termination and taking into account a customer’s ability to pay when facing service termination.

 


Public Safety

SB 1323 Incompetent to Stand Trial Process Reform
Modernizes our Incompetent to Stand Trial process by giving judges the tools to determine if restoration to competency will be effective, so they can expedite long-term treatment-based solutions for system-impacted individuals with the most serious mental illnesses. 

 


2024-25 California State Budget Wins as Chair of Budget Subcommittee #3 on Health & Human Services

Child Care
We protected funding for 11,000 child care slots and codified the plan to create over 200,000 new subsidized child care slots by 2028.

Foster Youth
We rejected proposed cuts to foster care programs, including Family Urgent Response System (FURS), and established a permanent foster care rate structure. Anticipated to begin implementation July 1, 2027, the Tiered Rate Structure will provide funding to support strength building and to address a child or youth’s immediate needs.

CalWORKs
We rejected the proposed elimination of key programs, including Family Stabilization, Employment Services Intensive Case Management, Expanded Subsidized Employment, Mental Health and Substance Abuse Services, and the Home Visiting Program.
